Oil Under the Fingernails

Britain’s independent garages face a competence gap the Institute of the Motor Industry has been counting, and repeatedly revising, since 2021. The cars are getting cleverer faster than the workforce is getting qualified, and the old ones still fill the ramps.

There are 23,097 private MOT test stations in Great Britain, and between them they put 35,229,047 vehicles through an initial test in the 2024–25 financial year. Both figures are DVSA’s, published in the MOT testing data tables updated on 30 October 2025. Neither has moved much in a decade: the station count peaked at 23,421 in 2016–17 and has drifted downwards since. What has moved, sharply, is what is inside the cars driving onto the ramps.

The Institute of the Motor Industry, the sector’s professional body since 1920, put UK automotive employment at 766,000 people across more than 100,000 businesses in its Automotive Labour Market Briefing of March 2026, contributing £35 billion a year. That spans Solihull assembly lines to the parts counter. The part that concerns the independent garage is the workshop floor, and it is there that the arithmetic stops working.

The Count That Keeps Moving

The IMI’s most recent EV TechSafe Technician Forecast, covering the fourth quarter of 2025, was published on 13 May 2026. It records 74,734 technicians holding an electric-vehicle qualification, described as around 35% of the UK technician workforce. In that quarter 2,792 technicians qualified: 6% up on the previous quarter, and 17% down on the same quarter a year earlier. Shortfalls, the forecast says, emerge from 2033 and exceed 43,000 technicians by 2035. The counts are drawn from the vocational qualification datasets of Ofqual and its counterparts in Scotland, Wales and Northern Ireland, which makes them a census rather than a survey.

Unless this qualification trajectory changes dramatically, there will be a dangerous skills shortfall in just five years – just in time for the sale of new petrol and diesel vehicles to be phased out.

It is worth being blunt about how far that projection has travelled. On 10 November 2021 the IMI reported 15,400 qualified technicians as at 2020, some 6.5% of the sector, said 90,000 would be needed by 2030 and warned of a 35,700 shortfall by then, with the gap opening as early as 2026. Its March 2023 forecast counted 39,000 qualified, revised the requirement to 103,000 by 2030 and cut the shortfall to 16,000 by 2032. The August 2025 forecast counted 66,788 and put the 2035 shortfall at 25,435. Five months later that had nearly doubled. The gap is real; its date and size have moved four times.

What TechSafe Certifies

IMI TechSafe is the Institute’s competence standard for work on systems that can injure the person holding the spanner: electric and hybrid drivetrains, advanced driver assistance systems, hydrogen, and connected-vehicle technology. The IMI’s explanation of it, published on 2 June 2026, argues for making it mandatory and lists what the Institute believes follows from not doing so: a higher likelihood of injury on high-voltage or complex systems, greater liability for the business, and weaker consumer confidence. That is a trade body arguing for its own standard, and should be read as such.

The physics, though, is nobody’s opinion. The Health and Safety Executive’s motor vehicle repair guidance, last updated on 8 May 2025, states that for electric and hybrid vehicles direct-current voltages between 60 and 1,500 volts are referred to as high voltage, and that in dry conditions accidental contact with parts live above 110 volts dc can be fatal. It requires high-voltage systems to be isolated, secured against inadvertent re-energising and proved dead by testing before work begins, using instruments compliant with GS38. An unqualified technician cutting into an orange cable is not making a commercial error.

The Work Is Not Going Away

Anyone expecting the workload to thin out should read the MOT tables. DVSA recorded 35,229,047 initial tests across all classes in 2024–25, up from 34,714,326 the year before, with an initial failure rate of 27.90% falling to 22.44% once minor defects were rectified at the station. For cars and light vans, the leading defect category was lamps, reflectors and electrical equipment, cited in 10.89% of tests, followed by suspension at 8.73%, brakes at 6.63% and tyres at 6.39%. None of that requires a high-voltage certificate. All of it requires somebody competent, present and paid.

Government did consider thinning it out. The consultation on moving the first MOT from three years to four ran from 18 January to 22 March 2023 and drew 4,489 responses. On 25 January 2024 the Department for Transport confirmed the first test would stay at three years. The decision left the volume where it was, and the volume is the independent sector’s bread.

The competence gap that worries the trade most is the invisible one. The IMI’s ADAS TechSafe forecast for the fourth quarter of 2025, published on 10 June 2026, counts 10,695 qualified technicians, about 3% of the workforce, against a projected requirement of 34,500 by 2032, by which point it expects around 85% of the 32.4 million-vehicle UK car parc to carry Level 2 driver assistance. A windscreen replacement or wheel alignment on such a car is not finished when the glass is bonded or the tracking straight: the forward camera and radar must be recalibrated to the manufacturer’s procedure. Thatcham Research reported on 11 February 2026 that 73% of repair and salvage professionals named the skills gap as a challenge. IMI research published in December 2023 found 39% of motorists believed calibration happened during the MOT. It does not.

Who Replaces Them

The other half of the problem is demographic, and slower moving. The IMI’s workforce report of October 2025 puts sector employment at about 760,000, some 2.3% of all UK jobs, and records that over 47% of employees are aged over 45. Its Automotive Education Report of 17 March 2026 counted 4,561 automotive apprenticeship starts in the first quarter of 2025/26, down 6% year on year and 20–25% below pre-pandemic levels; autocare technician starts rose 8%, while the vehicle damage pathways of paint, panel and assessment all fell. Nationally the Department for Education put the overall apprenticeship achievement rate at 65.4% for 2024/25, up 4.9 percentage points but still better than a third of starters not finishing.

None of that competence is worth much without access to the vehicle. The governing instrument is now domestic: the Competition Act 1998 (Motor Vehicle Agreements Block Exemption) (No. 2) Order 2023, made on 26 May 2023, in force from 1 June 2023, replacing the retained EU block exemption and ceasing to have effect at the end of 31 May 2029. It withholds the exemption from suppliers who deny independent operators access to repair and maintenance information, tools, equipment, software or training on terms worse than their own authorised networks. Aftermarket goods now expressly include software. The Order stops short of tools required to decrypt data, and that exclusion is where the next argument will be had.

Reading a Cold Start

A rattle in the first two or three seconds after a cold start is one of the more useful noises an older engine makes, because the plausible causes are few and they are not equally serious. The benign explanation is oil drain-down: the pump has to refill galleries that emptied overnight, and the top end runs briefly dry. That is a rule of thumb rather than a diagnosis, and it holds only if the noise fades within a couple of seconds and never returns warm. A harsher, faster rattle that lasts longer and worsens as the oil ages points instead at a timing-chain tensioner losing hydraulic pressure, which on a chain-driven engine is a repair, not a service item. A rhythmic tapping that persists warm suggests hydraulic lifters failing to fill, often because the oil is too old, too thin or simply too low. Check the level cold and on level ground before assuming worse. If the noise has grown month on month, stop guessing and book it in. A chain that jumps takes the valves with it.

The Five-Minute Belt Check

An auxiliary belt is cheap and its failure is not, because it usually takes the water pump and the alternator out of service at the same moment. Engine off, cold, key out: twist the belt over to see the ribbed face. Fine cracks across the ribs are ordinary ageing on a modern EPDM belt and are tolerated in small numbers. Cracks running along a rib, chunks missing from a rib, or a hard glazed shine where the belt has stopped gripping are all reasons to replace it. Fraying at one edge means misalignment, so the pulley that caused it needs finding too. A rumble or dry whirr that rises with engine speed and stops when the belt is off is a tensioner or idler bearing, not the belt. Intervals vary and the handbook is the authority; inspection at every service with replacement somewhere between four and six years, or roughly 60,000 to 100,000 miles, is typical rather than universal. A cam belt is a different object with a hard interval and a valve-train consequence, and is not a driveway job.

What the Spark Plug Remembers

A used spark plug is a written record of the last few thousand miles of combustion in one cylinder, which is why the old hands pull all four and lay them out in order. Light grey or biscuit-tan deposits on the insulator nose are what a healthy, correctly fuelled engine leaves behind. Dry black soot indicates a rich mixture, a lazy sensor or too much idling. Oily black wet deposits suggest oil reaching the chamber past rings or valve guides. A white, blistered insulator carrying specks of melted metal means that cylinder has run too hot, and the plug is warning of damage rather than reporting it. Wear matters as much as colour: the centre electrode rounds off and the gap widens with mileage, raising the voltage the coil must supply until it misfires under load. Read them together. One odd plug is a cylinder problem; four matching plugs are a fuelling or ignition problem. Anything melted calls for a compression test and a professional, not a fresh set of plugs.

The skills cliff in front of the independent sector is not mainly about electric cars, and the IMI’s figures say so. Vehicle technicians accounted for around 24% of automotive job postings in the March 2026 briefing, whose conclusion was that the sector is not merely short of skills but structurally under-producing them. The most valuable asset in a Birmingham workshop this week is not the diagnostic tablet on the bench. It is whoever can tell, from three seconds of noise on a cold morning, which of three faults an engine has. On the IMI’s count, nearly half of those people are over 45.
